Referring to the original post the arbiter's decision is wrong because (even if the FIDE laws don't cover self capture - which is arguable at best) he has failed to apply common sense.

Sadly there doesn't seem to be a "proper" commentary this year (i.e. one in which a pair of commentators look at the games of the leading players). Is this down to the demise of chess24 or something else?

Surrey had RAE Farnborough (Hampshire) and there are lots of teams with London postcodes. I think Crystal Palace might actually be in Kent? Looking at the SCCU bulletins September 1991 to July 1992 (on the SCCU website) it is revealed that D Glueck played in most of Oxfordshire's county matches that season with a single loss to SH (has to be Steve) Berry, and wins over N (has to be Neil) L(?) According to the 1993 yearbook board 1 of the 1991/2 County Championships Finals (Beds vs Oxfordshire) was A Ledger 1/2 D Glueck. D Glueck also played in the semifinal on board 2 against Surrey: D Glueck 1/2 G.Wall.

In terms of the terminology of the new ECF rating rules, FIDE uses the K formula approach to calculate TPRs whereas the 400's formula uses the P formula approach. You can find details of how P ratings are calculated versus K ratings on the ECF rating site under "Help".
