Apart from the copyright issue, there is also the practical problem that in order to get the pages to lie flat on a typical scanner most books have to be dismantled. Otherwise you ended up with a distorted or illegible inside margin for each page. This may not be a problem for books where there are ...

I would imagine that it allows late qualifiers who have already made clashing holiday arrangements etc. to play, or for those qualifying unexpectedly to save up for an expensive fortnight (as was).

Yes - Nottingham Congress 2004 and 2005 (and possibly earlier - Neil Graham would know). There were problems with the low sun in the early evening as I recall.
