Another military term, like big guns. It probably means "after the following sequence of tactical moves". We'd need to see the game to be sure.

A title obtained by reaching a rating is not ratified until the end of the relevant month, just in case an earlier result appears. What happens if very late results come in? For example, a player appears to have met the rating requirement in August, so gets the title at the end of August. Some time...
