The crossover point's around 200 difference; below that, the Elo system gives higher expected scores than the Clarke system for the stronger player, whereas it's the other way round for higher differences.

It isn't, no, and you can easily work that out: it's an uplift of 79 points in total, which is (to the nearest integer) 9 points per round, so his effective TPR increases by 9 points to 2409, well short of the 2450 needed.

I did have a look to see whether this tournament has enough foreigners for an exemption, but I don't think it has 10 non-English IMs and GMs.
