Unlikely I would think. More to do with players being able to play after work.
There were tournaments alongside the Turin Olympiad where the rounds, apart from the double round day, started at 7pm. With a move rate of 120 30, this meant games didn't finish until after midnight. It did mean that local players could take part.
Two years later in Dresden, the parallel amateur tournaments started at 8 am or 8.30 am.
