Perhaps it's quite a lot of work to issue an invitation, or he gets lots of requests for invitations from people who then don't play, so he wants a commitment from you to play before doing the work.

Yes, but also, you'll be amazed at the number of enquiries one gets for these tournaments from people wanting visas from people with no FIN or apparent chess connection.

My URS rating is 2030. Does anyone know how it was calculated?
And for the categorization of this tournament, will my FIDE rating of 1756 be considered or my URS rating of 2030?

Your FIDE rating. FIDE ratings take precedence over everything else in this event.

You sent Daniel an e-mail at 2:53pm on Tuesday. You've posted here that he didn't issue you an invitation at 5:34am on Wednesday, and a subsequent e-mail was sent to us requesting an invitation at 5:38am.

I will leave others to judge whether or not this means he "didn't issue [you] an invitation", as opposed to "hasn't got around to it yet".

Presumably apply for a visa to visit the UK. If you don't have that, there would be little point in booking travel and accommodation.
