Definitely not guaranteed to be so. They consist of two separate clocks so it's quite likely they won't be equally inaccurate. It's also possible one will be running fast and the other one slow. If those two inaccuracies more or less cancel out it wouldn't be obvious that either clock was inaccurate.

How did we ever manage all the years between the clocks starting and the introduction of the digital clocks in the 90s?

I assume the clocks were calibrated for big matches ? I remember Short V Kasparov used an analogue clock,, perhaps that was the last big event to use them before the change over.
