You just don't understand how the world works. Scammers are able to hide behind people like you who are too scared to allow the truth to get out.

If we have a bad apple in our midst, surely it is better to out him/her to everyone, so that he/she is no longer able to profit from chess any more.

And the way to do that is to document it properly and host it on your own site. A good example of how to do this can be found here. I don't want to get into legal trouble because of your allegations.
