It wasn't concluded at the FIDE Congress. 'Further investigations are needed'.
I have no idea what these might be.

I've spoken to Nick Faulks again this morning. He has said that he would prefer initially to communicate by email rather than to comment on the Forum.

To update this thread, I note that Joe has just been awarded the FM title. Congratulations to Joe (and my personal thanks to those who worked hard behind the scenes to deliver this).

Thank you for spotting the announcement and for making your post above. Although the issue had never gone away, I had forgotten your and my contributions five years ago.
It has been a long hard struggle.
