No, that is nothing to do with FIDE. The ECU applied zero tolerance because that was what they wanted. To invoke a "FIDE rule" which does not exist was just a typical Danailov lie.

The European Team Championships took place after the Olympiad which meant Danailov was no longer in office. Do we infer his successor, believed to be a Kirsan supporter wished to continue with this rule?

It took place shortly after the election, but it was far too late for the announced regulations to be changed.

Zero tolerance in local leagues or congresses - travel problems - I think that may put off playing again.

Players stuck in traffic/snow etc.

Derek Coope went to Oban playing somewhere in the East. One of their players from Mull took a week to get home.

In the UK at least, it never happened. The FIDE President would like it to happen, which is why many in the UK regard him as totally unsatisfactory to be President.
