How can we determine the rating of a tournament?

It depends on the ratings of the players playing in it.

We are just planning an open. How can we determine its rating in advance?

What do you mean by the term "rating"?

FIDE use the expression "Category" for the purpose of setting Norms in all play all tournaments. For Norms in Swiss tournaments, the required score depends on the players each player meets.

I think you will have to see what players enter, before you know what Category tournament it is.

So you mean there is no way I can estimate it before the tournament?

You really have to explain what you are asking. The question put so far has no meaning.

We want to hold an open tournament and invite some GMs. A GM asked for the tournament rating, and I don't know what to tell him. That's it

I think you will have to say that it is an open tournament and anyone can enter. You can't tell him the Category yet, but he is not asking that.

Swisses don't even have a category. If the GM is serious, he would presumably appreciate any information that can be given about the likely entry list.

It depends which GM's will be playing. If you Google "chess appearance fees", it may be of some help.
