How2 can I pre-determine it when I am not sure of the turn-out?!

The chess association of my province refused to register my proposed 6/8 rounds rated tournament, stating that "in serious tournaments if something goes wrong THEY will create problems, refusing to state what exactly can possibly go wrong! this is when a rated event is registered by the association and its table is sent to FIDE by thhe arbiter, none of which has ever anything to do with the organizer.
Given their objection, I am forced to organize an unrated event instead, but am not sure about the turnout. One of the parenttts, when asked about whether she would bring her kid to the event, answed:"My daughter has a rating[she is 1200-something].It is of no use to her"
someone on this forum suggest I hold log_2(n) rounds! I myself had never seen such a thing in my 15 years of tournament practice

You announce the number of rounds in advance, but provided you have enough players, divide the tournament into two or more sections depending on entries. If the number of rounds is five, then you have a section for every 20-30 players or so.

See, the tournament is registered by the games committee. The table is sent by the chief arbiter. Where is the organizer?
The organizer just arranges for thne provisions


I am not forced to lose my money for such an event.
Therated event would surely attract more people, but as the thinking goes, there is no certainty about the unrated event

Most of these are for the international events.

I would have thought most of these should be for all events ... just the norm certificates and cross tables that are for rating international events.
