From the formation of the EACU in the mid 1980s until they had an eligibility row with Essex around ten years ago , the Cambridge county Open team played in the SCCU competition. This was in addition, I would presume, to a team in the EACU Competition. The SCCU constitution is robust enough to allow non-County membership, so it presumably could cope with non-geographical membership as well.

Herts U-160 team currently competes in the EACU with their other teams playing in the SCCU, so the answer must be yes.
The 2012 EACU AGM minutes (recording Herts application to join the EACU) indicate that there is now a restriction that a county cannot enter a team in the same division in more than one union. Also, players would not be able to play for teams representing the same county, but qualifying through different unions, in the final stages.
