I suppose it weakens the King side pawns, but harassing a Knight on f6 by g4 or a Knight on c6 by b4 is surely a common enough idea that such a move should always be among the candidate moves. In this particular context there's a follow up with the threat of invasion by Qd7 after the Knight has vacated f6. It threatens to win the pawn on e4. White can either capture on d5 with the e4 pawn, or play Rd1, or play Ng5 or Nd2. I suspect that the further push d4 is the most principled response by Black to Rd1/Ng5/Nd2, either with or without Bxa3 thrown in first. The response to 1...d5 2.exd5 is probably 2...Bxa3 before recapturing on d5 with the queen. The tactical point is that 3.dxc6 fails to 3...Bc5+ before recapturing on c6, though White does seem able to win the pawn on e5, so not sure what the final evaluation should be.

Why bother with pawns with bigger fish to fry?
That attack on the Q side is just going to win, and do so quite fast with it. 4.. ab 5 Bxb5 and 6 a6 is a massive threat - bishop going to be trapped in on a7, knight on c6 really vunerable etc......

I don't know what your author says, but I would have thought all three possible captures are of about equal weight.
