For the school's league "A member of staff of the home school shall supervise the start, conduct and conclusion of every match."

Well, if you're allowed to be an arbiter, then yes, you can do that, since that's what an arbiter is supposed to do. Unless it's rapidplay, when the arbiter isn't supposed to interfere.

Probably best to intervene with agreement of other captain if possible.
