Does your League have a rule that says the captains have the right to act as an arbiter?

For the inter-club league "Both captains are to act as arbiters in the event of disputes between players and have a responsibility to ensure the Laws of Chess as amended by the Bye Laws of the SCCA are upheld."

For the school's league "A member of staff of the home school shall supervise the start, conduct and conclusion of every match."

Well, if you're allowed to be an arbiter, then yes, you can do that, since that's what an arbiter is supposed to do. Unless it's rapidplay, when the arbiter isn't supposed to interfere.

Probably best to intervene with agreement of other captain if possible.
