It means that black will play f5-f4 at some (unspecified, and implied to be distant) point in the future.

There are several elements needed to make it work, but an underlying point is the Queen sacrifice on a7, followed by a mate with the two Rooks. It's based on white's pieces being badly placed to defend the king. One key line is 3.fxe4 Qg4+ 4.Kh1 Qf3+ 5.Kg1 Bh3 and there's no way to prevent mate on g2.

2..Bg7 would have stopped White's perpetual check.
