Glorney & Faber Cup Dublin 20-22 July

I had an e-mail maybe two or three months ago requesting permission for him to transfer. I did wonder if it was a hoax but I contacted Dave and he confirmed it was genuine. He now lives there and may play for them in future olympiads.

Surely within the FIDE rules he would have to pay a massive amount to transfer?

David has given hundreds and thousands of pounds to support English chess and he has now decided to pay a very substantial sum to leave the ECF. What a shame.

The reason he has changed nationalities is not a political protest, and I am sure that he will continue to be a donor to English chess.

It may have cost only €250 as he actually lives in Andorra. The high fees are there to stop flags of convenience transfers.

I think it is the amount that was actually paid (to FIDE), but just that specified as "Transfer Fee". It doesn't include the standard €250 "Notification Fee", or the "Compensation Fee", to be paid to the former federation (if relevant).

David would have been resident in Andorra for less than a year (or not provided evidence to the contrary to FIDE) in order to be required to pay €5000. The total cost however, would be €5000 + €250 (Notification) + €10,000 (Compensation fee payable from AND to ENG, can be waived by ENG).

I think you also need to look at the dates. I think the transfer fee is only payable if the player represents the new federation before the "Date starting from which a player can represent the new federation fee free" (28 April 2012). The only unavoidable fee is the "notification fee".

I notice that Felix Ynojosa is also on the list. He's transferred from England to his native country and it'll cost him 500 euro if he wants to represent Venezuela before 29 April 2013.

That's interesting. I guess it'll teach the ECF to stop praising foreign juniors (and maybe giving them free coaching money) because they can transfer back to their country of origin if they feel like it.

The reality is rather different. The family only returned to Venezuela when the father lost his job and they couldn't afford to stay in the country. Had that not happened they would still be here and contributing to England chess by being ECF members and paying entry fees whenever they played. His sister, Angelica, hasn't yet transferred but that may be down to finance. There was also a younger brother that played as well. I'm still in contact with the family and I know Felix would love to still be living over here and part of the junior squad but sadly events out of his control meant it was no longer possible.

They lived here for four years and whilst you may consider them foreign they were very popular with the people who were lucky enough to get to know them.

But, even if you wanted to be parochial, super-strong foreign juniors mixing with our own juniors improves our standards.
