The answer is probably no juding by this http://www.olimpbase.org/Elo/player/Ric ... %20R..html

It seems unlikely, with a highest published rating of 2360 that he managed to get over 2400 and then back down again - even with rating lists only published every 6 months back then.

That's a very useful resource - thanks! Would it have been mathematically possible for John to get a performance rating of 2400+ during the course of an event? I understand that these days this would be sufficient to enable him to apply for a title, or is that wrong? I'm definitely out of touch...

He'll have had a performance rating of 2450+ in every event in which he scored an IM norm. For the title, he needs to have his rating (not his performance) over 2400 after a game. That rating doesn't have to be published (think of it as calculated after each game), and it is possible that in getting to 2360 he went over 2400 and dropped back to 2360. But it is perhaps unlikley. More importantly, without details of the events he played in that period it's impossible to check. It's probably the players responsibility to show that he got to 2400 at some point.

I am sure Sean is correct.

I have asked that all norms achieved everywhere be notified by the FIDE Office to the federations. It is now a relatively simple computer program. But nothing has happened yet on that front. This is a pity as I am sure some norms are missed. Checking on norms prior to 2000 is difficult because it is only since then that FIDE have all the data for each player. Thus the hunt for the information for Jeff Horner stretched across 3 decades.
John Nicholson is the greatest surprise. He gained 5 IM norms, but never got published 2350+, the level required at the time. Ratings 2400+ only came in later and ratings in the middle of events later still.
Mikko and I regard it as treasure trove when we uncover such a title.
John Richardson it is quite likely that you can check through from his games on chessbase.
