Games against unrated players?

Forumites - Happy New Year!

I'm playing in a FIDE rated event this weekend and just want to check-up on the latest changes. I seem to recall that there was a plan mooted for games against unrated players to count from some point in the future?

Did that ever come to pass? or indeed was it Jan 1st 2012 that it was introduced?

It's a game in 60 mins with 30s increment from move 1, so rateable so long as they keep it to <2200 and with no 10.2's to worry about.

Games against unrated players do not count except in an all-play-all.

And even then there are exceptions. One third of the tournament must be rated and all the unrateds must score a point.

Normally any FIDE changes will apply from 1st July rather than 1st January (to avoid league seasons).
