WORLD JUNIOR CHESS CHAMPIONSHIPS Athens, Greece / 1 - 16 August 2012

Categories for Boys (Open) & Girls under 20

1. Invitation / Dates
This is the official invitation to all national chess federations for participation in the FIDE World Junior Chess Championships 2012 (for boys & girls under 20) which will be held in the 4-star Titania Hotel in Athens, Greece from 1 August (arrival) to 16 August (departure).

2. Participation
2.1 Each National Federation can enter one (1) player born on or after 1 January 1992 in each of the boys (open) and girl categories, totalling a maximum of two (2) guest players.
2.2 Players with a personal right, according to FIDE rules, will also be accepted as guest players.

2.3 Additional (extra) players can also be registered.
2.4 In order to ensure proper tournament standards, all guest players and all additional (extra) players must submit their registrations through their national federations until 1 June 2012 (registration deadline).

3. FIDE entry fees
3.1 In accordance with FIDE financial regulations an entry fee of 70 € (euros) is required for each guest player. It should be sent directly to FIDE by their National Federation before the event.
3.2 In accordance with FIDE financial regulations an entry fee of 140 € (euros) is required for each additional (extra) player. This amount must also be sent directly to FIDE by their National Federation before the event.

4. Registration and Travel conditions
4.1 Entry forms must be filled from the National Federations and returned to the Organising Committee no later than 1 June 2012. This date is the registration deadline. All federations must use the official registration form provided by the organisers.
4.2 The complete registration form must include the surname/s, first name/s, FIDE ID number, FIDE rating and title, and passport number of each player and each accompanying person. It must also include the name and telephone/e-mail/fax number of the person in charge of the Federation.
4.3 All travel expenses must be paid by the participants or their National Federation. Bus transfer from the airport of Athens to Titania Hotel on arrival/departure dates (1st and 16th August) will be provided by the organisers.
4.4 Every player (guest, additional or by personal right) and every accompanying person has to pay an organising fee of 100 € (euros) at the moment of their registration (until 1 June 2012). This obligatory payment includes accreditation for access to the tournament hall and its prepayment represents a confirmation of participation.
4.5 At the moment of registration (until June 1st) the above amount of 100 euros must be transferred, free of any bank charges, to the following bank account:

4.6 Once the bank wire transfer has been confirmed, the Organising Committee will send to each national chess federation the assigned booking confirmation for all their hotel reservations.
4.7 Players will not be paired until all payments of their federation have been fulfilled.

5. Hotel Accommodation - Playing Hall
5.1 Accommodation and full board will be provided in the 4-star Titania Hotel, leased by the Organising Committee, which is the event’s official hotel and tournament venue.
5.2 Free accommodation and full board will be provided to the guest players from the 1st of August (lunch) to the 16th of August (breakfast). Guest participants will be accommodated in double and/or triple rooms.
5.3 Every participant accepted as additional (extra) player and all accompanying persons have to make their registration and bookings through the official registration form provided by the Organising Committee.
5.4 Hotel payments for all extra players and accompanying persons must be made 50% by the registration deadline of 1st June and the rest 50% before the event starts. All payments must be made in euros (€). No future payments of hotel bills will be accepted.
5.5 Lodging for additional extra players and accompanying persons will cost (upon availability):
a. in single room: 1335 euros (15 days x 89 euros per person full board - 3 meals daily included),
b. in double room: 885 euros (15 days x 59 euros per person full board - 3 meals daily included),
c. in triple room: 810 euros (15 days x 54 euros per person full board - 3 meals daily included).

6. Playing schedule
August 01: Arrival of Delegations & Technical Meeting at 22:00
August 02: Opening Ceremony – 16:30

August 02: Round 1 - 17:00
August 03: Round 2 - 17:00
August 04: Round 3 - 17:00
August 05: Round 4 - 17:00
August 06: Round 5 – 17:00
August 07: Round 6 - 17:00
August 08: Round 7 - 17:00

August 09: Free Day
August 10: Round 8 - 17:00
August 11: Round 9 - 17:00
August 12: Round 10 - 17:00
August 13: Round 11 - 17:00
August 14: Round 12 - 17:00

August 15: Round 13 - 11:00 & Closing Ceremony at 19:00
August 16: Departure of delegations


7. Rules and regulations
7.1 The tournament will be played according to the Swiss System in 13 rounds. Only FIDE ratings will be used for the pairings.

7.2 The FIDE time control is 90 minutes for the first 40 moves, followed by 30 minutes for the rest of the game, with an increment of 30 seconds per move starting from the the 1st move.

7.3 Tie-breaks: after eliminating the lowest rated opponent, the sum of the player’s opponent ratings. The highest total wins. If still tied, elimination of the rating of the next lowest rated opponent(s) until a decision is possible.

7.4 The winner of the 2012 World Junior Championship u20 (open/boys) receives the GM title. He also qualifies to the World Cup 2013, part of the World Championship Cycle 2012-2014.

7.5 The winner of the 2012 World Girl Junior Championship u20 receives the WGM title and a nine-game IM norm. She also qualifies to the World Women’s Championship 2014.

7.6 The silver and bronze medalists of both categories (open/boys u20 and girls u20) receive the IM and WIM titles respectively.

7.7 GM and IM norms are also possible for the other players based on their performance and their opponent’s titles/ratings as per FIDE Handbook requirements.

7.8 No draw offers are allowed before move 30. All other technical regulations apply as per FIDE Laws of Chess, including zero default time (article 6.6.a).

At some time, and during the event isn't the right time, there will be a need to step back and assess just what standard is needed to be "in with a chance" at these events and how domestically players can attain that necessary standard.

By many standards they are strong players, they just aren't doing very well in the World under 20.

I think there is an important distinction to be made here between this particular International Junior Tournament and pretty much all the others. In this one, everyone (from all age groups) is thrown together. This means that 12 year olds are playing possibly 20 year olds.

I think that all of our players who have been brave enough to enter this one, are in it primarily for the experience. They will then go onto play in the Europeans and World Youth with a much weaker field (as they will be in their respective age groups) and then that is where we will (hopefully) see the real results. We could be in with a shout for possibly two medals in the Europeans and possibly another couple at the World Youth.

The good news is that training camps are now being set up and I have been told that these may happen four times a year. I think that there is some progressive stuff going on behind the scenes - all of which is great!

I agree with Krishna the players are there to gain experience anything else is a bonus.Unless you have been to some of these type of events you have no idea how serious other nations take it with plenty of top level coaches for there players and i know that one team at the Europeans when i went with Peter had a big conference room with internet and computers on hand for there players and i know that there juniors players get a lot of support before going to an event like this i had time to talk to a Russian coach(both of us where looking though a window to see the games!) who said that some of the Russian players where getting lots of coaching as it was vital that this was done to develop the player to his fullest.

Our player will give it 100% and we should be proud of them for going out to do battle for England.

My post was meant as encouragement not criticism and I am sorry if this was not clear.

I agree with everything Lawrence says in this post my only regret is that he will no longer be International Director. :(
