I think if it is a draw tomorrow, Carlsen wins the tie-break as he would have the greater number of wins. I may be wrong about this.

Carlsen would win if "greater number of wins" applies, but the bit about a play-off if the tie is for first place - it is not clear if that is for any tie for first place, or only if none of the other criteria break the tie. You would assume the latter. If "according to the points, or the additional criteria" means "apply the other criteria before resorting to a play-off", then it looks like a draw will put Carlsen first.

The tiebreak normally favours Carlsen, by coincidence, but I think here there would be a playoff but I'm unsure too

Played as Black, the combination of c6 and dxc4 is regarded as playable but passive. With White, the idea that you can take and hold a pawn, or at least get concessions for returning it may have some bite.
This is the position we are talking about.
Black has played .. a5. If you have this position as Black, you haven't played c6, so White usually continues with Na3 after which c4-c3 returning the pawn is sometimes considered best.

Looks quite double-edged - currently at move 25, though the computer engines say Caruana has blundered with 25...h5.
