The people on the top boards here seem to all be England juniors, so maybe this William J. Taylor:

Fairly sure, the junior William J Taylor has a rapidplay grade of 73, whereas the William J Taylor playing has a rapidplay of 19xx FIDE.

Yeah, and the entry list has the FIDE code for the Sedgemoor William Taylor (ECF rapidplay 167), so you were right.

The only players advertised as having special pairings are the "Super Six". Nigel's pairing is presumably just the effect of the normal top half v bottom half. I was wondering whether they were going to use accelerated pairings, but the lack of a reliable software implementation or indeed any software implementation rules it out for an event needing a rapid turnaround between games.
