A new policy towards federations that don't pay their subs has been published by FIDE which will as I understand seek to name and shame the federations rather than punish the player. However, the players will also be punished to by being prevented from playing in certain competitions including the World Championship. It's not clear to me though at present which federations we are talking about so we don't know how much of an issue it is. According to the PR though we should find out at the end of the month:
"As was approved by the Presidential Board in Sochi, there will be a new procedure regarding Federations more than six months in arrears.
The present policy is that every six months at 30th June and 31st December, those countries that are deemed by the Treasurer to be more than six months in arrears, have services withdrawn and their players not listed on the FIDE website, until the arrears are paid.
The new policy, which comes into immediate effect, is that on 31st December the Treasurer lists on the FIDE website those countries that are deemed to be over six months in arrears. Until the arrears have been paid off, players from these Federations cannot participate in any FIDE events that are under the aegis of
a) the World Championship & Olympiad Commission or Events Commission,
b) Continental competitions that provide qualifiers to any of the aforesaid competitions.
Their names will still be listed on the FIDE website."

The €670 is a fee that applies under 4.2 to "Affiliated International Chess Organisations". The ECF pays an annual membership fee under 4.1 of an amount "decided and reviewed at the General Assembly every 4 years". The amount paid for 2014 was €2,210, less of course the 5% prompt payment discount under 7.1.See section 4 of the financial regs on the attached link. Seems to be an annual fee of €670
