It's an unnecessary conflict as Swiss Pairing software has a feature that can forbid certain pairings. It seems not all arbiters are aware of this or are prepared to use it.
It's happened before with the same player involved.

Anyone from Iran who played an Israeli would face serious grief on their return home. Not his fault, arguably.

Maybe a little foresight on his, his national federation's and the organisers' behalf would not have gone amiss.

If you mean that the organisers should have had the foresight to require all players to sign a declaration that they were willing to play against any opponent irrespective of race, creed, nationality etc, then I agree with you, But when FIDE themselves, like the governing bodies of other sports, aren't willing to do it, what do you expect?
