No. By default, publishing to web and changing those web settings is restricted to the licence that created the tournament. I've never thought it sensible to change that.
I'm sure licence holders are aware of the possibility. It's a useful feature. If my computer died, someone else can use their computer, download the file and carry on running the tournament.

Wins for white on the top 3 boards, so Fedoseev half a point clear of Vitiugov (who he is yet to play) and Najer (who he beat)

Fedoseev drew with black in 20 moves against Vitiugov in the final round, and qualifies to play at Dortmund Sparkassen in July
