The Australian forum http://www.chesschat.org/showthread.php?t=12621 speculates that she might have been stranded by airport closures (as was Jovanka's first round opponent).

Her previous event had been http://www.chessbase.com/newsdetail.asp?newsid=6841 which is in the Czech Republic. Humpy made it to Turkey though.

....as did Viktorija Cmilyte who also played in Marienbad. Perhaps Caoili travelled to Turkey via Armenia? Aronian was an honorary guest at the Snowdrops v Old Hands match. Caoili had a good result there so it seemed she was using it to help prepare for the world championship.

Meanwhile, the first major upset has occurred, also in mysterious circumstances. No 8 seed Pia Cramling drew her first game with Turkish WIM Yildiz and is now shown as losing the second game as White at move 27 in a calm and level position.

I suspect that Cramling-Yildiz was actually a draw by repetition. I'm following at http://wwcc2010.tsf.org.tr/en/live-games

You may well be right about the draw by repetition, but both the official site live games and ICC are still showing 0-1 an hour after the game finished. The end is now shown as after Black's 39th, suggesting that Cramling may have overstepped at move 40. The final sequence with all those queen moves is confusing and I'm not sure whether there is a repetition claim available in the final position.

White could have claimed before making her 39th move but was presumably trying to win and repeating to get to move 40, but as it turned out, unsuccessfully on both counts.

Website confirms Yildiz won. Far too subtle for me to work out how.

Pogonina & Danielian losing 2-0 were both big surprises, Lufei Ruan losing with white after being 1 up was unexpected too.

She was unable to play due to her studies which required her to attend a consultancy project.

If you were in Jovanka's position (graded 2421), playing a player graded much higher (2600 - the top seed), and given the nature of the event and the time controls, what strategy would you adopt (apart from trying to win!). Does draw with Black and win with White still apply?
