More on the U100: the SCCU have had this competion (starting as the U75) since 2008-9 and 3 counties (Essex, Kent, Surrey) have always competed. Matches have generally been competitve and there have been no more defaults than encountered in other sections. The teams generally consist of a mixture of improving juniors and older players who would not get to represent their counties otherwise. The competition could be regarded as providing valuable opportunities for juniors to play.
Coming on the Surrey U100 default this year, the captain had managed to raise full teams for the union stage. He agreed to a venue near Nottingham to play Nottinghamshire and didn't insist on a halfway venue, possibly because of inexperience. 2 weeks before the Nottinghamshire match he had only managed to find 6 players and he then received some help in trying to raise the team but even an offer of free transport failed to produce more players. You can be assured that Surrey will be making sure it has sufficient players prepared to travel before entering a tean at any level in the future.
Lastly, I wouldn't abandon this competition because of a small number of accidents like this.
