I don't know who has written that (all I know is that it was bought over the net for international chess club); but it seems to mean a passed pawn here.

He could have said, A better move is 4.Ke2 or A better move was 4.Ke2. The meaning would have been the same.

So that the reader doesn't parse it as "power rather than grace and strength".
