Well, one of the technical contexts in question is the Laws Of Chess, and in those, pawns are included in the category of pieces. https://handbook.fide.com/chapter/E012023

Also when composing problems/studies - the term "pieces" as in "Black/White have X pieces" clearly includes pawns as well.
