Probably - to all of that.
But winning consent would be awkward: Scotland & Italy would vote against two divisions. And I suspect there would be reluctance by the 'home' nations to replacing Scotland with, say Georgia, even for a season or two lest it kill off rugby in Scotland. (What would the Edinburgh bankers do then?)

Returning to David's player rankings, I would probably put Huget in there. At times he's carried the entire French team (notably against Scotland), and he's been incredibly dangerous to opposition defences.
