It's neither, because that completely misses the point. For chess in England, there are 8809 standard graded players for whom a gender is known. Of those, just 239 are women over the age of 16. My guess is that women are at least proportionately represented on chess governing bodies.

The real issue is not the number women on governing bodies. It is the number of women [not] playing chess.

Lack of female table tennis players is a problem in common with chess but chess is much worse off in those terms for sure.
