The sentence this is part of would be helpful. It probably means to develop the queen, or to move it to a square from where it's threatening something.

Gain I guess. It prinicpally refers to the act of capturing it I suppose.

What does it mean that rooks on the 7th rank tend to tie down the enemy king?
What would be the difference if I replaced tend to with usually?

Yes," usually " would be ok, because the King is only tired down if it still on the first rank.

The difference between "tend to " and " usually " is very slight in this instance. "Usually" means generally or commonly and "tend to " is to be in the habit of.

No difference. The first is a slang expression, meaning the same thing as the second.

I think it means doubling Rooks on a file is strong, so adding a Queen also on the file would be tripling on the file and be even stronger.
