The problem is the they likely know only Iranian laws.
Copyright of international works are not observed in Iran.

Observing the Copyright of foreign works are not enforced in Iran.

He had allowed me to publish the book before everything ruined and then said he had spent much time and I am not permitted to publish the book and I do whatever I want and put three exclamation marks.What does that mean?

Maybe he means that you can't publish the book whatever you do. I'm not sure, I'm just guessing.

I've got the permission to publish the book contingent upon the payment agreed upon previously.
He told me to send the contract to the Gloucester publishers plc.

He told my (virtual) agent that all correspondence must be via normal mail. [actually I myself emailed him on the behalf of myself!!]
Why is that? Is not faxing a letter cheaper and quicker than normal mail?
