Whose fault is it?
Hello. I have sent a letter and an agreement on 16 March to London. The post clerk at my local post office says it has been sent out from Tehran on 17 March, but it has not yet been confirmed to arrive in England. He said it should have reached England in 3-5 days-Less than a week. Now what is the cause? Who should bear the accountability?

(a) In my experience, the fault will be in England
(b) The English Post Office should bear the accountability

I cannot totally agree with Michael F, above.

Seems Iran's post is not faultless, The track is lost after it was inserted into bag in Tehran.
