the tournament limits have not always been the same.

I need to get more examples but a quick look at Chess Magazine 1988 Remploy Congress

Minor - u110
Major - u160

Looking at Huddersfield Congress - 2008

Minor - u100
Major - u160

Ilford Congress - 2007

Minor - u120
Major - u160

This doesn't exactly back up your claim I'm afraid.

You're using one tournament (Remploy 1988) to make a case?! Come on!

However, if you want to play that game :-

Lutterworth Minor 1984 U125

Leicester Minor 1983 U120.

Almost all minors (or whatever they get called these days) are U100 or less. A quick look at the ECF calendar for Oct and Nov reveals

Oh and Chorley 2005 and 2006 Minor was u120 yet oddly 1999 minor was u110?
