Grading chess programs

Has any work been done into giving chess skill grades to the various difficulty levels of any computer chess programs?

I have Chess Titans :: it came with my computer.

There is a common chess program called Fritz :: see

Yes - see, for example, http://computerchess.org.uk/ccrl/4040/. A Google search for something like "chess computer ratings" would give others.
