The most important piece of information on that document:

"This document was last modified on 17th Sep 96"

Yes, it was correct. Now, it isn't.

2100=180
2150=190
2200=200
2250=207.5
2300=215

There isn't an explanation on the website. It literally just has the formula and that's all.

There should always be an 8*ECF in the formula because 25 ECF points is the same "should score 75%" as 200 Elo points.

The "traditional" +600 has been suspect for years, not as some believe because of deflation in the ECF system, but because of inflation/rating best results at the then foot of the international system.

Whether + 650 is correct, I don't know. It's probably about right at the 2100 mark anyway. At 175 the "red" grades are only about 5-10 points above the traditional grades. As a conversion for determining 4NCL board orders or seeding unrated players in rated events it's good enough.
