CRB clearance for non British nationals

At my club we have a player who is keen to get involved with junior chess but cannot get CRB clearance due to his not being a British national (he is American currently working in the country). Has anybody else had this situation and found a way around it?

We had an Indian university student, newly arrived in this country, wishing to earn some pocket money by coaching chess. When we asked the CRB whether he could do so, they said that he could do so provided that they had been sent a letter on his behalf from the Indian High Commision.
