The United Arab Emirates will be sponsoring the Championships. 17th - 29th December. Looks like Christmas is cancelled this year.

I must defend the virtues of the Welsh Chess Union. The website you quoted doesn't even have dates on it!

It's on the FIDE site
http://www.fide.com/component/content/a ... menia.html

in which
The UAE Chess Federation advised that they had made an agreement with the University which meant that they were only able to hold the World Youth at the end of December 2013. They also confirmed that all participants would get free food and lodging. The PB reluctantly agreed to this change of dates;
Personally I think that FIDE should put in stronger "break" clauses in the agreements when it awards events. So if an organiser cannot meet the original dates or financial commitments, then the event is taken away from them, or at the very least they are marked down for future bids.

The original dates was set for August, but I understand there was a F.I.D.E. EGM last week, with proposals to switch the event to December.
We shall have to await clarification from Abu Dhabi.
