Neil Carr Scholarship Prize

At this year's British Championship a new prize has been announced today in the under 10 Championship[1].

Does anyone know anything about its origin?

Is it a one off or will to be awarded annually?

Do you recall Neil Carr of Essex, who died at a relatively young age last year?
