Apologies for my ignorance as a simple LL player but why was this cunning plan needed?

Because the London League would struggle to exist without a venue.

And what Stewart said ;)

Ian, Golden Lane is being redeveloped and relatively few clubs have their own premises. They have had gret difficulty finding a suitable place.

However it's within a five minute walk of two Wetherspoons, so anyone intending to have a pint afterwards will get their money back straight away.

Good point.

Though I'm just a bit concerned that my club's subs are going to have to increase by quite a bit this season - due also to a change of our own venue and a rental hike - and that might discourage people from joining and playing for us.

this looks like a nice venue - it is more likely to attract players to the LL

what we need now is DGT clocks and Fischer timings...

Do you think they might now break down and have an arbiter each Wednesday? Oops, what am I thinking of? That might cost a few shillings.

Then we could have all the fun of Guideline III.5.

That is in my opinion the strongest argument for not having an arbiter. Without one the sensible III.6 can be applied.

10.2 or Appendix G for those of us thinking still in old money
III.5 wrote:If Article III.4 does not apply and the player having the move has less than two minutes left on his clock, he may claim a draw before his flag falls. He shall summon the arbiter and may stop the chessclock (see Article 6.12.2). He may claim on the basis that his opponent cannot win by normal means, and/or that his opponent has been making no effort to win by normal means:

III.5.1 If the arbiter agrees that the opponent cannot win by normal means, or that the opponent has been making no effort to win the game by normal means, he shall declare the game drawn. Otherwise he shall postpone his decision or reject the claim.

III.5.2 If the arbiter postpones his decision, the opponent may be awarded two extra minutes and the game shall continue, if possible, in the presence of an arbiter. The arbiter shall declare the final result later in the game or as soon as possible after the flag of either player has fallen. He shall declare the game drawn if he agrees that the opponent of the player whose flag has fallen cannot win by normal means, or that he was not making sufficient attempts to win by normal means.

III.5.3 If the arbiter has rejected the claim, the opponent shall be awarded two extra minutes.
III.6 wrote: The following shall apply when the competition is not supervised by an arbiter:

III.6.1 A player may claim a draw when he has less than two minutes left on his clock and before his flag falls. This concludes the game. He may claim on the basis:

III.6.1.1 that his opponent cannot win by normal means, and/or

III.6.1.2 that his opponent has been making no effort to win by normal means.

In III.6.1.1 the player must write down the final position and his opponent must verify it.

In III.6.1.2 the player must write down the final position and submit an up-to-date scoresheet. The opponent shall verify both the scoresheet and the final position.

III.6.2 The claim shall be referred to the designated arbiter.
I've never been happy with the interpretation some UK arbiters appear to place on the final paragraph of 5.2 "that he was not making sufficient attempts to win by normal means" gives them the right to pass judgement on the quality of play. I therefore disagree with the notion that a player unable to immediately win with King and Rook against King should not be allowed the fifty moves allowed by the Laws of Chess to figure it out. Similarly with more complex positions. You might try an idea, realise it doesn't work. return to an earlier position and try something else. Again you don't want an arbiter interfering.

In my experience any player who doesn't know how to mate with King and Rook against King is unlikely to find the method by randomly trying different approaches in less than 2 minutes! In fact the advice given to Arbiters is to (normally) let play continue until the flag falls. If the flag falls and you are using 10.2/ G5/6 then the outcome of the game is bound to be rather arbitrary. If you don't like this then get your league to buy some digital clocks!
