You might have to explain the context, as the term "drop-in games" has little meaning in UK chess circles.

Fillers are an accepted part of UK tournament practice, both where the alternative is a win by default and where it's a failure of the opponent to show up. FIDE frowns upon repairing as a default alternative as may be recalled from a dispute between Nigel Short and the late Richard Furness.

If it involves players out of the running for prizes, it's perhaps not a problem. Where potentially it could be a problem is where the filler is stronger than the normal pairing for someone with a chance of making a prize list.

There was drop-in fees in the tournaments in USA

Do you mean someone paying a fee to join a tournament after it has started? Do they start on zero, or do they pay to start on a certain number of points?

Re-entry options are unknown in UK and European chess. As to whether it distorts the tournament, of course it does.
