I think the ELO adoption by ECF should have been done many years ago... I suggest you just do your best and play the game to the best of your abilities. If your opponent is a cheater he/she will be banned eventually and that account will get closed (as is the case with your opponent - that account is closed on lichess). Year or so ago I wrote a parser of ECF data in Python that populates a MariaDB database. Unfortunately server that was running it is now down, and I do not have a copy of the database... The moment server is again up and running I will collect the data you need and attach here.
