In practical terms it means something along those lines.

Actually "shall" and "will" are two of the most easily interchanged English words. I think that is basically your answer.

Oh, very likely.

But it was already evident in the final Grand Prix tourney when he still had a chance to qualify for the 2018 event.

Hard not to think he has been a bit unlucky, but only one person can ultimately put that right......
