I more or less agree, but there are exceptions. It seems Lasker didn't even learn to play until he was 11 years old!
Chigorin didn't learn until he was 18 or something similarly ridiculous?

"Should" can be taken as implying it is the best choice in that position.

If you MUST play something, the implication is that harm will befall your position if you do not. "Should" is probably not as strong.

FIDE is an international federation whose members are themselves federations, a formulation which avoids a lot of problems. FIDE introduced a rule some while back that it was necessary for a territory to be eligible to compete in Olympics under its own name for its Federation to become a FIDE membe...

In practical terms it means something along those lines.

(though it can in this case, also be seen as contrasting the "static" and "dynamic" aspects of a chess position)
