As a captain I have from time to time recorded in circumstances where both players were very short of time. I've always felt that players should play under the same conditions. The type of clock does not necessarily have to mean all the players play to the same time limits. Funds-wise we bought our clocks from money raised by bequests so I'll let others comment on more practical measures!
