I've always felt that players should play under the same conditions. The type of clock does not necessarily have to mean all the players play to the same time limits. In the Mid-Sussex League a quickplay finish (with attendant differing intermediate time control) can be played if both players agree...

Funds-wise we bought our clocks from money raised by bequests so I'll let others comment on more practical measures!
