It would appear the player has been purposefully losing games, but I am not sure that you can say that they have been purposefully losing games to deflate or increase their rating. Well I have my own view on that - but as demonstrated above, it is not necessary to say that they have been purposeful...

The player was breaking the rules, the system caught him and he was flagged. It was an innocent mistake and the player was unaware that they were breaking the rules. So, what are you proposing? Children under a certain age are not allowed to set up an account? Or that children submit their birth certificate with their registration and then they are allowed to cheat as much as they want?
