Sounds unusual, yes. The usual explanations for such a phenomenon would be that he had just recently joined the club, or some other strong player had recently left it.

How about "because the level of skill required to make a good one is really high, and the payoff for reaching that skill level is not"?

I'm not sure that "parasitical" really makes sense for something like a rating system; you don't in any meaningful sense use up FIDE's resources by using its ratings for your tournament.
