If the increment is only 10 seconds, you might want to reconsider the requirement that players must record all the moves. In one case there was a person tapping away to send a text. But the nature of intent is not so relevant in my opinion. Grades and ratings are meant to represent playing strength. Fixed draws do not do ratings any justice and I think some action should be taken against such agreements.
