Some updated minutes have been posted on the website and include the answer to your question (which as ever could have been directed politely through the Ask The Director facility). The minutes also show just how hard the board work on things under the radar.

I still get the impression it's designed as an elite event rather than one that attempts to attract the entire potential field of ECF female players. It's been getting secretive. I believe finding a suitable venue gets harder each year as less and less places are available for free, something that was quite common in the 1970s.
